Take the pass at €105 for five days, and price the state museums it does cover.

So: four covered museums is roughly break-even. Five or more and the pass wins. Three or fewer and you lose money.

Topkapı alone accounts for over half the pass price, which means the decision really turns on whether you will do three more state museums within five days. Not intend to — actually do. The commonest way to lose money here is buying a five-day pass for a three-day trip in which two of the days are the Bosphorus and the Grand Bazaar.

Two secondary benefits that do not show up in the arithmetic but are real: the pass lets you skip the ticket-office queue at covered sites, and it removes the daily-cap risk at Topkapı. It does not skip security anywhere — see skip-the-line.

So should you buy it?

Buy the pass if: you have four or more full days in Istanbul, you are genuinely interested in museums, and your list includes Topkapı plus at least three of the Archaeological Museums, Chora, the Hagia Sophia History Museum, the Museum of Turkish and Islamic Arts, or the Galata Tower Museum.

Skip the pass if: you are in Istanbul for two or three days; your list is Hagia Sophia, the Blue Mosque, the Basilica Cistern and Topkapı (only the last is covered); or you want a guided visit rather than bare entry.

Consider a guided pass instead if what you actually want is explanation rather than access. Note that it excludes the Topkapı Harem, as multi-site passes generally do.

For Topkapı specifically, if it is the main thing you came for, a guided tour with both tickets from about $52 beats both the pass and the gate on value, because it includes the Harem and someone to explain it.
