Does this include the Topkapı Harem?

Yes. The inclusions list skip-the-line entry tickets for Topkapı Palace and, separately, for the Harem. That is unusual among multi-site combo tours, several of which cover the palace but not the Harem.

Is four hours enough for three sites?

It is enough for the principal rooms of each and the story that links them, not for an exhaustive visit to any one. If you specifically want to spend an hour in the Topkapı Treasury, book a dedicated palace tour instead.

What is the dress code?
